Head Start scholarships are specifically for good students who may not be thinking that higher education is possible for them. 
Head Start scholars are chosen in 8th grade as an extra incentive to encourage these students to continue to work hard throughout high school. 
If these students maintain a good grade point average and do not cause discipline problems while in highschool the scholarship is awarded.
